Concrete Recycling in the UAE: Crusher Facilities, Aggregate Reuse & Cost Savings

18 April 20268 min readUSF Editorial Team

The UAE generates an estimated 25–30 million tonnes of construction and demolition (C&D) waste per year. Concrete makes up 55–70% of that volume by mass. Recycling it — either on-site with a mobile crusher or at one of the licensed fixed crushers — saves landfill tipping fees, reduces haulage, and supplies recycled aggregate (RCA) for sub-base and lower-grade structural use.

This guide covers the licensed crusher network, RCA specifications, cost economics, and how to factor recycling into your demolition contract.

#1. Licensed Crusher Network in the UAE

Dubai: Dulsco Recycling, Bee'ah-affiliated facilities, and several private fixed crushers in Al Quoz and Jebel Ali. Abu Dhabi: Tadweer-licensed crushers in Mussafah and ICAD. Sharjah: Bee'ah's central crushing facility. All accept inert concrete demolition waste at AED 25–55 per tonne tipping fee.

    #2. On-Site Mobile Crushing

Mobile jaw and impact crushers can be brought to large demolition sites (typically 8,000+ sqm or 5,000+ tonnes of concrete). Cost: AED 35–55 per tonne crushed including mobilisation. Savings vs hauling to a fixed crusher: AED 18–32 per tonne when haul distance exceeds 25 km.

#3. Recycled Concrete Aggregate (RCA) Specifications

Dubai Municipality and Abu Dhabi DMT permit RCA use for sub-base, fill, landscaping, and lower-grade structural concrete (typically up to C25). Higher-grade structural concrete still requires virgin aggregate. RCA classifications: Type 1 (sub-base, MOT compliant), Type 2 (fill), Type 3 (landscaping).

    #4. Cost Savings Math

On a typical 5,000 tonne demolition (mid-size warehouse): landfill disposal AED 175,000–275,000 with haulage; on-site crushing AED 175,000–275,000 gross BUT the RCA produced has a market value of AED 30–55 per tonne (AED 150,000–275,000), reducing net disposal cost by 40–80% depending on local RCA demand.

    #5. Circular Economy Mandates

Dubai Municipality Circular 188 sets a target of 75% C&D waste recycling by 2030, with progressive enforcement. Major government and Emaar/Aldar projects already require contractors to demonstrate >50% recycling. Tendering with a recycling plan is a competitive advantage.

    #6. Quality Control & Contamination

RCA quality depends on contamination control during demolition. Wood, gypsum, plastic, and metal must be segregated before crushing or the output is downgraded. Best practice: segregated stockpiles on-site, magnetic separator on the crusher belt, and pre-crush manual picking.

    #7. Practical Steps for Owners

    (1) Specify in the demolition tender that concrete must be crushed and either reused on-site or delivered to a licensed crusher. (2) Require itemised tipping fee credits and RCA recovery accounting. (3) Where the project also requires sub-base or fill, specify RCA use in the new-works contract to close the loop.

    Final Thoughts

Concrete recycling is no longer optional thinking in the UAE — it is a cost-saving, regulatory-aligned, and increasingly contractual requirement on serious demolition projects. The contractor who quotes with recycling baked in will almost always beat the contractor who quotes haulage-to-landfill plus recycling as an extra.
