    Hotel Demolition & Strip-Out in the UAE: Refurbishment, Permits & Cost

    Hotel projects in the UAE rarely involve a full structural demolition. Most are "soft strip" or "hard strip" refurbishments where guest floors, F&B outlets, ballrooms and spas are stripped back to slab and column while the hotel either stays partially open or is closed for a fixed renovation window.

    #1. Soft Strip vs Hard Strip vs Full Demolition

    Soft strip removes loose FF&E, carpets, wall coverings, ceilings and joinery — typical for a cosmetic refresh. Hard strip takes partitions, MEP, bathroom pods and screeds back to structural slab — typical for a full re-brand. Full demolition (rare) is reserved for end-of-life properties being replaced with a new tower.

    #2. DTCM, DET & Municipality Coordination

    Operating hotels need a DTCM/DET notification before renovation works, plus a Municipality permit for any structural or MEP changes. Closure of a licensed F&B outlet requires DET food-licence suspension. Pool and spa works need Dubai Municipality health-permit coordination.

    #3. Occupied-Floor Isolation

    When the hotel stays partially open, the strip-out floors are sealed with hoarding, negative-pressure dust containment and dedicated service lifts. Noisy works are restricted to 09:00–17:00 and never on floors directly above occupied guest rooms. A 24/7 guest-complaint hotline is mandatory.

    #4. FF&E Salvage & Resale

    Branded hotels typically salvage 15–35% of FF&E value: minibars, safes, TVs, headboards, lighting, and back-of-house kitchen equipment. A pre-strip FF&E audit by the operator's procurement team identifies what is removed intact, what is donated, and what is demolished.

    #5. Asbestos & Legacy MEP Screening

    Hotels built before 2005 in the UAE commonly contain asbestos in vinyl floor tiles, pipe lagging, and fire-rated panels. A pre-demolition asbestos survey is mandatory before any hard strip. Legacy R22 refrigerant in chillers must be recovered by certified technicians.

    #6. Indicative Cost Benchmarks (2026)

    Soft strip: AED 120–220 per sqm. Hard strip back to slab: AED 280–520 per sqm. Bathroom pod removal (per key): AED 3,500–6,500. Full demolition of a low-rise resort building: AED 95–160 per sqm BUA. Costs rise 15–25% for occupied-hotel works because of night shifts and dust isolation.

    #7. Programme & Reopening Discipline

    A 200-key 4-star hotel hard strip typically runs 8–14 weeks. Reopening dates are commercially fixed — every day of slippage costs the operator AED 80,000–250,000 in lost revenue. Liquidated damages clauses are standard, so the demolition contractor must demonstrate a credible programme, sufficient labour, and night-shift permits in the tender stage.
