    Petrol Station Demolition in the UAE: Tank Decommissioning, ENOC/ADNOC NOCs & Cost

    A petrol station is not a normal commercial building. The canopy is straightforward, but the underground fuel tanks, vapour-recovery piping, dispensers, and contaminated soil require specialist decommissioning before any structural demolition can begin.

    This guide covers the full workflow: fuel-company NOCs (ENOC, ADNOC, EPPCO, Emarat), Civil Defence approval, tank degassing, soil testing, and the realistic AED cost range for 2026.

    #1. Fuel Company Handover

    The operating fuel company (ENOC, ADNOC, EPPCO, Emarat, Oasis, Adnoc Distribution) issues the formal handover certificate confirming the station has been closed, dispensers emptied, and tanks degassed to their corporate standard. Most companies subcontract a specialist degassing firm before issuing the certificate.

    #2. Underground Fuel Tank Removal

    UAE petrol stations typically have 3–6 underground fibreglass or steel tanks of 25,000–60,000 litres each. Removal requires: hot-work permit from Civil Defence, gas-free certificate from a competent person, controlled excavation, lifting with a crane, and disposal at a Tadweer or Beeah hazardous-waste facility. Cost per tank: AED 18,000–42,000.

    #3. Soil Contamination Testing & Remediation

    Soil under and around the tank pit must be tested for total petroleum hydrocarbons (TPH), BTEX, and heavy metals by an EAD-licensed (Abu Dhabi) or Dubai Municipality-approved environmental lab. If contamination exceeds the action threshold, soil remediation by bioremediation or excavation-and-disposal is required. Cost: AED 25,000–180,000 depending on plume size.

    #4. Civil Defence Hot-Work Permit

    Civil Defence issues the hot-work permit only after the gas-free certificate is presented. The permit specifies fire watch, extinguishers, and continuous gas monitoring during cutting or any spark-producing work.

    #5. Canopy & Building Demolition

    Once tanks are removed and soil cleared, the canopy (typically steel space-frame on tubular columns) is dismantled with a long-reach excavator or crane. The convenience store and forecourt slab are then mechanical-broken conventionally.

    Standard 4-tank petrol station with canopy and 60–120 sqm convenience store: AED 240,000–520,000 fully turnkey including tank removal, soil testing, and demolition. Add AED 80,000–250,000 if remediation is required.

    Fuel company handover and degassing: 2–4 weeks. Soil testing and remediation: 2–8 weeks depending on contamination. Civil Defence permit: 1–2 weeks. Demolition: 3–5 weeks. Total: 8–19 weeks.
