#1. Why named matters
Brands move staff. The expert reputation a contractor sold during ITT can leave the company before mobilisation. Lock the named lead engineer into the contract.
#2. What to demand in writing
Lead engineer CV with scope-specific UAE project list, minimum percentage of site presence per week, and a substitution clause requiring owner approval before replacement.
#3. Scope alignment
A villa expert is not a high-rise expert. Match the named lead's scope to the project — high-reach, industrial, hospital, structural — and reject 'general expert' framing.
#4. Authority of the named lead
The named expert should hold method-statement approval authority. If the title is decorative and decisions go elsewhere, the value is gone.
#5. USF named-lead policy
Each USF project is assigned a named lead engineer in the contract with a minimum 60% site presence and an owner-approval substitution clause.
